After two decades of investment in huge increases in China’s paper and paperboard capacities with large PMs that confer economies of scale and thus enhance competitiveness in the marketplace (a strategy that worked when a large supply gap existed), overcapacity has become the norm in China. But recently, there has been a rebound in new PM investments and many companies have announced new projects. With paper prices rising, is another investment cycle just around the corner?
